The first player to clear their cards earns the absolute executive power of the President, while the last player left holding cards is relegated to the bottom rung of society as the Scum.

In President, the game is played over a series of rapid-fire rounds using a standard 52-card deck. Unlike games where card suits dictate control, President relies strictly on card rank hierarchy and combo matching. Players take turns playing individual cards or matching sets (Pairs, Trips, or Quads) that must strictly equal or beat the rank of the cards previously played on the trick pile. However, the game's true genius lies in its strict social hierarchy: at the start of every new round, a compulsory tax exchange takes place where the Scum must surrender their absolute highest cards to the President, while the President bestows their unwanted trash cards back down to the Scum.

The primary objective in President is to shed every card from your hand before your opponents, earning the highest available social rank (President) for the subsequent round while avoiding the dreaded bottom rank (Scum).

Player performance is evaluated through:

  1. Shedding Speed: Clearing your hand as quickly as possible to secure upper-class status.
  2. Tax Advantage Utilization: Using cards gained through executive taxation to maintain dominance across consecutive rounds.
  3. Trick Control: Using high rank cards (like Aces and 2s) to seize control of the center pile and dictate new play sets.
  4. Executing Revolutions: Playing four-of-a-kind sets to invert the card hierarchy and overthrow the ruling players!

Part II: Gameplay Instructions


2.1 Core Mechanics & Hierarchy Laws

Mastering President requires strict adherence to card ranking, set size matching, and trick clearance mechanics.


Law 1: Standard Card Hierarchy

  • In standard play, card ranks advance from lowest to highest:

  • 3 is the absolute lowest card value.
  • 2 is the ultimate power card. Playing a 2 on any trick immediately clears the center pile from the board and grants the player who played it a brand new turn to start any fresh set!

Law 2: Matching Combo Sizes

  • The first player to lead a new trick determines the Set Combination Size for that entire trick (Singles, Pairs, Triplets, or Quadruplets).
  • Subsequent players must either pass or play an identical quantity of cards featuring an equal or higher rank than the top card currently on the play pile.

Law 3: Passing and Trick Clearance

  • If a player cannot or chooses not to play a higher card set, they must Pass. Passing does not eliminate a player from future tricks unless everyone else passes in sequence.
  • When all other active players pass consecutively after a play, the trick is complete! The cards are cleared to the graveyard, and the player who played the last highest card earns the lead to start a brand new trick.

2.2 Game Setup & The Tax Exchange Phase

  1. Dealing the Deck: The entire 52-card deck is dealt out evenly to all players, one card at a time. (In games where card counts do not divide evenly, players holding slightly larger hands are determined by previous rank order or random deal).
  2. The Executive Tax Exchange: Before any cards are played in rounds 2 and beyond, mandatory card exchanges take place based on the previous round's finished positions:
    • The Scum must give their absolute 2 highest cards (including 2s) to the President.
    • The President inspects their hand and selects any 2 unwanted cards of their choice to give back to the Scum.
    • The Vice Scum gives their 1 highest card to the Vice President.
    • The Vice President gives any 1 unwanted card of their choice back to the Vice Scum.
    • Citizens / Neutral Players do not participate in taxation.
  3. First Move: In the very first round of a game, the player holding the 3 of Clubs plays first (and must include the 3 of Clubs in their opening set). In subsequent rounds, the President leads the first trick after taxes are settled.

2.3 Fundamental Tactics & Step-by-Step Strategy

Maintaining power as President or rising from the ranks of the Scum requires tactical planning, timing, and hand evaluation. Expert players rely on four primary techniques:


Technique 1: Controlling the Lead with 2s

Do not waste your 2s early on minor tricks! Save 2s to clear high-ranking opponent cards, allowing you to regain control of the table and lead weak, low-value cards (such as 3s and 4s) that would otherwise be impossible to shed.


Technique 2: Discarding Single Trash Cards

Single cards are much harder to shed than pairs or triplets. Use every opportunity when you control the lead to play off single low cards first, holding onto strong pairs or natural multi-card combinations for later in the round.


Technique 3: Tactical Passing

Just because you can beat a card does not mean you should! If an opponent plays a mid-tier card (like an 8 or 9) and you hold an Ace, passing early allows other players to exhaust their high cards while you preserve your top-tier cards to win crucial lead control later.


Technique 4: Trapping the Leader

Keep close track of the card counts of upper-class players! If the President has only 1 card remaining, avoid playing low single cards that give them an easy exit. Force them to match high pairs or triplets to block their quick victory.


2.4 Structure of an Active Play Loop

Gameplay in President flows through a rapid, highly engaging round-based turn cycle:

  1. Phase 1: Trick Lead & Set Establishment
    • The lead player selects 1, 2, 3, or 4 matching cards of equal rank from their hand and places them in the center pile, setting the trick's required set size and baseline rank.
  2. Phase 2: Clockwise Response Phase
    • In clockwise order, each player evaluates the board:
      • Option A (Play): Lay down an equal quantity of cards featuring an equal or higher rank.
      • Option B (Pass): Skip your turn without playing cards.
  3. Phase 3: Trick Clearance or Power Play
    • If a player plays a 2 (or a 4-of-a-kind Quad), the pile instantly clears to the graveyard, and that player immediately leads a new trick!
    • Otherwise, play continues around the table until all other active players pass. The last player who played cards wins the trick and leads the next one.
  4. Phase 4: Rank Assignment & Round Conclusion
    • As players shed their final cards, they are assigned social titles for the next round in exact order of departure (1st = President, 2nd = Vice President, etc.).
    • The round ends immediately when only one player (the new Scum) remains holding cards!

2.5 Common Optional House Rules (Customizable Settings)

To tailor the gameplay experience, President includes popular house rule toggles in the table settings menu:
